Zero Bureaucracy Programme

In line with its commitment to providing a pioneering governmental experience and achieving a qualitative and exceptional transformation in government services, the UAE government launched the Zero Government Bureaucracy (ZGB) Programme. This initiative aims to boost the efficiency, quality, and accessibility of government services in the UAE. The ZGB Programme serves as a national action plan to streamline government procedures, ensuring simpler, quicker, and more efficient measures. This, in turn, will reduce the burden on businesses and individuals in terms of time, effort, and resources, while supporting efforts to boost economic growth and improve the quality of life.

Objectives of the ZGB Programme

The ZGB Programme will be implemented in three phases. These phases will focus on supporting the efforts of ministries and federal entities to achieve the set targets, which include cancelling a minimum of 2,000 government measures, reducing the time required for procedures by 50%, and eliminating redundant government procedures and requirements within the span of a year. The main objectives of the ZGB programme can be summarized as follows:

  • Simplifying and reducing government procedures
  • Eliminating unnecessary procedures and requirements
  • Boosting government efficiency, quality and flexibility
  • Bolstering the effectiveness of government procedures from ministries and federal entities
  • Enhancing the UAE’s leadership and its standing in global competitiveness rankings in terms of government efficiency and minimal bureaucracy
  • Improving the quality of lives of all community members, including individual and corporate customers
  • Fostering a conductive environment for businesses, attracting top minds and talents

The ZGB programme is based on the principle of shifting from redundant and demanding government procedures to more simplified and shortened processes. The programme aims to achieve this objective by consolidating similar procedures, eliminating unnecessary steps, and reducing the time required to complete any procedure by removing needless bureaucracy and streamlining existing processes. Ministries and government entities are tasked with the immediate implementation of the programme, while a comprehensive assessment mechanism will be conducted to monitor their progress in achieving the programme's objectives.
