Country : The United Arab Emirates
MoHAP : The Ministry of Health and Prevention
Minister : The Minister of Health and Prevention
Competent : The Ministry or any other local government health authority.
Health Authority
Organ : A set of connective human tissues and cells taken from living or
deceased body and together have specific vital functions inside the
human body.
Tissue : A combination of human organic compounds, such as cells and fibers
that don’t form an organ, forming anatomical structures of cells
grouped together according to specific function forming tissues,
including bone tissue, muscle tissue and nervous tissue.
Organs and : It is a medical operation in which a human organ or part thereof or

Transplantation transplanted into the body of another alive person.
Death : The complete departure of life from the body has been definitely and
authoritatively occurred according to accurate medical criteria issued
under ministerial resolution, when the heartbeat and breathing have
ceased completely or if all functions of the brain have completely
ceased and the specialist physicians decide that such cessation is
irreversible.
Donation : It is a legal act indicating that a living individual has legally accepted
to donate, during his lifetime or after death under a legal will left for
his heirs or permitted successors to donate with no compensation one
or more of his/ her body organs or parts thereof or tissues to someone
by way of transplantation operation.
Article (2)
Applicability of Law
The provisions hereof shall be applied to human organs and tissues transplantation operations
performed within the Country, including the free zones.
Operations of transplanting stem cells, blood cells and bone marrow shall be excluded.
*In case of any misinterpretation, the Arabic version of this legislation prevails.
