Article (22)

Whosoever furtively, forcibly or fraudulently extracts an organ or part thereof or tissue from a live
person shall be penalized by imprisonment for a period of ten years at least and a fine of not less
than one million Emirati dirham (AED 1,000,000) and not exceeding ten million Emirati Dirham
(AED 10,000,000).

However, if such act caused death of the affected person, or partly or wholly handicapped him/
her, the penalty shall be a life imprisonment and a fine of not less than twenty million Emirati
Dirham (AED 20,000,000).

Article (23)

The imprisonment and fine of not less than one million Emirati Dirham (AED 1,000,000) shall be
imposed on the following:
1. Whosoever extracts an organ or part thereof or tissue from a live person without taking into
consideration the terms and conditions prescribed in Articles (12) and (13) hereof. However,
if such act caused death of the affected person, or partly or wholly handicapped him/ her, the
penalty shall be a life imprisonment and a fine of not less than twenty million Emirati Dirham
(AED 20,000,000).
2. Whosoever extracts an organ or part thereof or tissue from the body of a deceased without
taking into consideration the terms and conditions prescribed in Articles (15) and (17) hereof.

Article (24)
Any doctor transfers or transplants human organ or part thereof or human tissue while knowing
that the surgery involves commercial trade shall be penalized by imprisonment for a period of six
(6) months at least and/or a fine of not less than five hundred thousand Emirati Dirham (AED
500,000) and not exceeding one million Emirati Dirham (AED 1,000,000).

Article (25)
Whosoever conducts operation of transferring or transplanting human organ or part thereof or
tissue outside the licensed medical facilities shall be penalized by imprisonment for a period of
one (1) year at least and/or a fine of not less than five hundred thousand Emirati Dirham (AED
500,000) and not exceeding one million Emirati Dirham (AED 1,000,000).

Article (26)
Whosoever violates the provisions of Article (18) of this Decree Law shall be penalized by
imprisonment for a period of six (6) months at lease and/or a fine of not less than twenty thousand
Emirati Dirham (AED 20,000) and not exceeding fifty thousand Emirati Dirham (AED 50,000).
