MoHAP releases 2025 achievements report, highlighting its role as one of the fundamental pillars of the UAE’s healthcare system

The Ministry of Health and Prevention (MoHAP) has unveiled its 2025 Achievements Report, highlighting its role as one of the fundamental pillars of the UAE’s healthcare system. The report outlines a series of national initiatives that strengthened institutional excellence, enhanced service efficiency, and strengthened the preventive health model, in line with the “We the UAE 2031” vision and the UAE Centennial 2071.

Outstanding Awards

MoHAP earned several notable recognitions this year, including the prestigious Diamond Membership from the European Foundation for Quality Management (EFQM), the highest tier of membership. This achievement reflects the maturity of its institutional excellence framework and its adoption of advanced global models for performance evaluation and healthcare improvement.

The Ministry also received the Innovation Empowerment Award and the Accreditation of an Accelerator Program by the Global Innovation Institute (GInI), making it the first federal entity to be granted this certification.

In addition, MoHAP organised a forum on the ethics of artificial intelligence in the healthcare sector, in collaboration with local and academic partners, to establish a regulatory framework that ensures the safe and responsible use of emerging health technologies.

Digital Transformation

As part of its digital transformation journey, the Ministry launched a framework for measuring health research and development (R&D) expenditures within UAE health sector in accordance with leading international standards. MoHAP also introduced “Customer Voice”, an AI-powered platform that analyses customer feedback and translates it into practical service improvements.

Another major milestone was the launch of the Unified National Health Licensing Platform, developed in collaboration with health authorities across the UAE to simplify and streamline the licensing of healthcare professionals, enabling greater mobility within a fully digital, flexible system.

Harnessing advanced technologies further, the Ministry developed the “Biosigns” project, which uses artificial intelligence to transform a smartphone camera into a tool capable of measuring key vital signs and linking the data to the unified medical record.

MoHAP also rolled out a Smart Audit Project for engineering plans of healthcare facilities to accelerate and enhance the accuracy of technical reviews while also supporting the government’s “Zero Bureaucracy” initiative.

The Ministry further strengthened community and stakeholder engagement through initiatives such as the Social Responsibility Lab and the 2025 Health Hackathon, which focused on telehealth innovation, chronic disease management, and mental health.

Regionally, the Ministry reinforced its leadership in nursing workforce development by hosting the launch of the State of the World’s Nursing 2025 report (SoWN) at the Eastern Mediterranean Region’s level, an international vote of confidence in the UAE’s healthcare experience.

Prevention of Chronic Diseases

MoHAP issued the National Clinical Guideline for Weight Management and Prevention of Adulthood Obesity, an evidence-based reference designed to unify prevention and treatment protocols across the country.

It also launched the National Policy to Combat Health Risks, a comprehensive roadmap for early detection and preparedness for health risks such as chronic diseases and epidemics, incorporating environmental, climate and cross-sectoral considerations.

MoHAP continued to advance the organ donation ecosystem through the “Hayat” programme, which recently received the Government Accelerators Award. It further launched a strategic partnership with the Behavioural Science Group (BSG) at the Office of Development Affairs-Presidential Court, Development Affairs, focused on applying behavioural science to health and social policy in the UAE.

To improve customer experience, MoHAP introduced a roadmap to redesign several key services, reducing requirements by 50% under the Zero Government Bureaucracy Programme, making services simpler, faster, and more user-friendly.

A Comprehensive National Plan to promote health of elderly people was also launched, in line with the National Framework for Healthy Ageing 2025-2031, alongside the nationwide campaign Your presence... brings health and wellness” to reinforce family and community cohesion.

Cancer Control

As part of its cancer prevention efforts, the Ministry released the National Guideline for Lung Cancer Screening and Diagnosis, developed in cooperation with national health authorities and leading pharmaceutical partners.

The guideline incorporates the latest global evidence and clearly defines screening criteria, identifies target groups, and establishes referral pathways, supporting the transition toward a proactive, preventive healthcare system.

Internationally, MoHAP represented the UAE at the G20 Health Ministers Meeting and the G20 Joint Finance and Health Ministers Meeting in South Africa, where it showcased the country’s experience in developing a resilient, future-ready health system.

The UAE’s model integrates health with environmental and climate factors while stimulating investment in the development of health workers, sustainable financing, and digital innovation in global health systems.

These achievements collectively reflect MoHAP’s ongoing commitment to building an advanced healthcare ecosystem driven by innovation, sustainability, and quality of life, further reinforcing the UAE’s position as a global hub shaping the future of health policy.
