
The Ministry of Health and Prevention (MoHAP), represented by the National Centre to Regulate Human Organs and Tissues Transplantation, has signed a Memorandum of Understanding (MoU) with Dubai Police to support the National Program for Donation and Transplantation of Human Organs and Tissue, “Hayat”.
The MoU was signed at the Dubai Police Headquarters in the presence of H.E. Dr. Amin Al Amiri, Assistant Undersecretary for the Health Regulation Sector at MoHAP, and H.E. Major General Ahmad Thani bin Ghalita, Director of the General Department of Forensic Science and Criminology at Dubai Police. Senior officials and advisors from both parties were also present.
The agreement aims to transform the organ donation system by establishing a pioneering model of institutional integration, developing highly efficient rapid-response mechanisms for emergency cases, and enhancing safety and transparency in procedures to save as many lives as possible.
It also outlines joint initiatives to raise community awareness, develop an advanced digital platform to accelerate coordination and information exchange, and train specialised medical personnel. Together, these efforts seek to entrench organ donation as a deeply rooted social value that embodies the spirit of cohesion and solidarity that defines Emirati society.
The move comes as part of both sides’ efforts to strengthen strategic partnerships between government entities, promote the values of cooperation and institutional integration, and upgrade the country’s healthcare system.
Framework of the Memorandum
Under the MoU, both parties will establish joint task forces and committees and develop clear action plans to advance organ donation at both the national and international levels.
They will also collaborate in conducting specialised studies and scientific research related to organ donation, as well as in awareness-raising, training, and education through exchanging expertise and data, regulating awareness programmes, and promoting the right to donate.
The memorandum also provides for the joint organisation of government events and initiatives, participation in local and international medical conferences, and the exchange of knowledge and expertise through training programmes and awareness campaigns.
Strategic Vision
H.E. Dr. Amin Al Amiri stressed that this strategic partnership with Dubai Police aims to support the Year of Community initiatives in line with the Ministry’s strategy to enhance intergovernmental cooperation to support the national healthcare system. It also reflects the futuristic vision of the UAE’s wise leadership to establish a distinctive Emirati human-centred model of sustainable development that prioritises people’s quality of life.
Al Amiri pointed out that stronger coordination among government institutions is essential for achieving excellence and distinction in the healthcare sector. It also strengthens Hayat programme’s ability to meet its ambitious objectives, enhance its system, and elevate its standards in line with global best practices.
He said that AI technologies will continue to be utilised to enhance awareness campaigns and explore healthy lifestyles that shall increase the biological longevity and enhance the chances of donation when needed.
Comprehensive National Programme
H. E. Dr. Al Amiri further said, “Hayat programme has become a comprehensive national model that combines world-class medical excellence with profound sublime humanitarian values. It operates within an integrated system that guarantees the highest standards of quality and efficiency in managing organ donation and transplantation.
He also added, “In the UAE, we are proud of becoming a pioneering model in the organ donation and transplantation system regionally and globally. The UAE has successfully established a holistic national programme that unites medical excellence with the humanitarian dimension. This programme embodies the culture of generosity deeply rooted in our society.
What truly distinguishes our experience is the seamless integration of efforts among healthcare institutions and strategic partners in developing an advanced digital system that ensures the highest standards of transparency and efficiency while focusing on establishing a community culture that supports organ donation, Al Amiri added.

H.E. Major General Ahmad Thani bin Ghalita stated that supporting the organ donation and transplantation program is not merely an institutional obligation, but a testament to the UAE’s vision, which aims to build a compassionate and cohesive society in which government entities work hand in hand to safeguard lives and enhance the quality of healthcare.
Bin Ghalita added, “From this perspective, Dubai Police view this partnership with MoHAP as an extension of their societal mission and a valuable contribution to the success of a national initiative that embodies our highest humanitarian and civilizational values.
“Today, we are fully mobilizing our technical, human, and logistical resources to serve this national priority, and we will continuously develop our rapid-response protocols to ensure the safe and swift transport of organs in line with the most rigorous professional standards."
He further noted that this partnership is a strategic step in the right direction towards strengthening Dubai Police’s readiness to handle urgent humanitarian cases that require high-level coordination among various national entities.
Bin Ghalita emphasized that Dubai Police operate within a highly precise framework that ensures the deployment of smart technologies and field capabilities to support the programme’s objectives, in line with the world’s best approved standards.
