“Emirates Health” Platform showcases digital initiatives analyzing health behavior to strengthen preventive planning

The unified national platform “Emirates Health” maintained its momentum on the fourth and final day of the World Health Expo (WHX) 2026 in Dubai, where it unveiled innovative projects and initiatives.

The platform also showcased an integrated institutional model that brings together federal and local health authorities under a unified vision that reflects the leadership of the UAE’s healthcare ecosystem and its capacity to coordinate efforts under a shared framework, thereby reinforcing the country’s role as a key partner in shaping the future of healthcare regionally and globally.

Introducing the Behavioral Insight AI Platform

As part of the event, the Ministry of Health and Prevention (MoHAP) launched the Behavioral Insight AI Platform, a national flagship project that ushers in the UAE’s shift towards more precise and innovative-driven healthcare models.

The platform utilizes artificial intelligence, behavioral science, and big data analytics to support evidence-based health decision-making and develop more effective preventive interventions, in line with the objectives of the “We the UAE 2031” vision and the long-term ambitions of the UAE Centennial 2071 to enhance quality of life and promote longevity.

The project integrates behavioral sciences with advanced digital technologies to better understand the factors influencing individual health choices, including daily habits, social and cultural environments, and patterns of engagement with digital content.

These insights are translated into actionable indicators and interactive dashboards that enable policymakers to design more responsive and targeted health policies, driving a shift towards intelligent, behavior-based segmentation that aligns healthcare interventions more closely with community needs.

Developing targeted health solutions

The platform also enables health authorities to deliver more targeted and effective health messaging and services across society. It adopts a behavioral segmentation approach, identifying population groups based on shared behavioral characteristics that influence their

health outcomes. This allows for the development of targeted solutions aligned with each group’s motivations and real-world challenges.

Such a targeted approach helps raise awareness and strengthen health compliance, foster a culture of prevention, improve early screening outcomes, and reduce the long-term burden of chronic diseases on the national healthcare system.

Through advanced analytical algorithms supported by artificial intelligence applications, the platform enables the integration of health data with community behavioral patterns. This enhances the ability of relevant authorities to predict emerging health trends, develop evidence-based initiatives, and deploy interactive digital tools that improve the user experience and elevate service quality.

Addressing priority health challenges

In its current phase, the platform focuses on several high-priority health challenges, notably obesity, diabetes, and cardiovascular diseases. It presents targeted solution models that include personalized smart notifications, streamlined healthcare procedures, and customized awareness content tailored to specific behavioral segments.

Designed with scalability in mind, the platform is set to expand into additional health areas in the future, reinforcing the inclusiveness, adaptability, and long-term sustainability of the national health ecosystem.

UAE vision

His Excellency Dr. Mohammed Salim Al Olama, Undersecretary of the Ministry of Health and Prevention, said the Behavioral Insight AI Platform represents a significant step toward realizing the UAE’s vision, which aims to build a sustainable healthcare system that prioritizes proactivity and early understanding of community needs.

He noted that this project is in line with the leadership’s directives, which places human health at the center of comprehensive development. “The systematic use of data and behavioral indicators paves the way for developing more agile and effective policies, while strengthening the healthcare sector’s capacity to guide preventive initiatives and enhance service quality in a way that supports community well-being and sustainable prosperity,” Al Olama said.

His Excellency added that the initiative aligns with the objectives of the “We the UAE 2031” vision, which places human well-being and quality of life at the top of national priorities. Behavioral analytics and digital technologies, he said, reinforce evidence-based health planning and improve resource efficiency, fostering a culture of prevention and

strengthening service responsiveness. This approach helps maintain a sustainable balance between early intervention and community awareness, further enhancing the resilience of the national healthcare system.

Preventive Solutions

Dr. Shahad Al Naqbi, Head of the Behavioral Insights Section at the Ministry of Health and Prevention, stated that this project enables the Ministry to build precise predictive models based on analyzing daily health behavior patterns, measuring motivations and influencing factors, and linking population indicators with health services data using artificial intelligence.

Dr. Al Naqbi explained that the platform allows decision-makers to design targeted preventive solutions that consider the needs of various segments of society, based on carefully defined priorities that contribute to enhancing the efficiency of health expenditure, supporting phased planning, and improving the quality of outcomes. This is achieved alongside expanding the scope of research partnerships and strengthening integration and connectivity with various entities, in support of the country’s digital transformation agenda, quality of life objectives, and Sustainable Development Goals.

She added that the platform does not only analyze big data but works to transform it into smart and simple health interventions that are implementable within health programs, thereby strengthening the transition from diagnosis to evidence-based practical application.

Behavioral insight represents more than just a technical platform, as it constitutes a long-term national capability that shifts behavioral insight from temporary initiatives into a sustainable structure that supports the public health system in both the short and long term, and contributes to making the invisible visible.

Workshop and MoUs

On the sidelines of the event, the Ministry of Health and Prevention organized a workshop introducing “Hayat”, the National Program for Organ and Tissue Donation and Transplantation. The workshop discussed the human impact of donation, its life-saving potential and its role in improving the quality of life for recipients.

Additionally, the MOHAP-led Behavioral Insights workshop aimed to highlight the role of understanding human behavior and leveraging data and artificial intelligence in designing more effective and sustainable health interventions

In another MoHAP-led session, the focus shifted to “Riayati”, the National Unified Medical Record. The session demonstrated how the platform supports continuity of care and enabling data-driven decision-making at both clinical and policy levels.

Meanwhile, the Dubai Health Authority convened two specialized workshops, “Mental Wealth in Numbers” and “Build Your Emotional Toolkit,” underscoring the importance of data-driven approaches to mental wellbeing and the development of emotional resilience skills.

On the sidelines of the event, the Emirates Drug Establishment signed two Memoranda of Understanding: one with InSilico Medicine AI Limited to accelerate pharmaceutical research and innovation powered by advanced AI technologies, and another with the Emirates Medical Association to strengthen collaboration in pharmaceutical security and further enhance patients’ health and quality of life.
