
Ajr Wa Aafya Bundle translates the objectives of the Zero Bureaucracy programme
'Ajr Wa Aafya' Bundle reflects the UAE leadership’s vision of a modern government operating model that prioritizes people and enhances their quality of life. By supporting the objectives of the Zero Bureaucracy Programme, the bundle simplifies and reduces procedures, eliminates unnecessary requirements, and delivers efficient, easy, and fast services to more than 100,000 federal government employees.
The bundle empowers federal employees by placing their needs, aspirations, and preferences at the center of service design, ensuring procedures alignment and leveraging emerging technologies and artificial intelligence to strengthen system connectivity, improve efficiency, and deliver tangible, meaningful outcomes that maximize humanitarian and social impact.
Bundle’s Strategic Objectives
‘Ajr Wa Aafya’ Bundle includes six services related to sick leaves and medical reports, and the pre-employment fitness screening. The service bundle facilitates processes for federal government employees and job candidates by linking government systems, streamlining workflows, and ensuring seamless and efficient service delivery.

- Enhance data and system integration across government entities.
- Support the Zero Bureaucracy Programme by eliminating redundant or unnecessary requirements.
Scope of Application and Electronic Linkage
1. Pre-Employment Fitness Screening
- New Employees
2. Sick Leave and medical reports
- Employee Sick Leave
- Sick leave of 5 days or less
- Sick leave of more than 5 days (subject to Committee review)
- Sick leave for employees who have exhausted their balance (subject to Committee review)
- Patient companion’s leave within the UAE
- Patient companion’s leave outside the UAE
Service Process
First: Pre-Employment Fitness Screening
- The Human Resources Department employee at the federal entity submits the request through the Bayanati system.
- Emirates Health Services receives the request and notifies the customer of the requirement to pay the applicable fees. The institution also schedules the date and location for the medical fitness examination through its available service channels.
- The customer visits the designated center to undergo the medical fitness examination.
- Emirates Health Services issues the medical fitness examination report and transfers the results to the federal entity via the electronic linkage system, while notifying both the HR Department in the federal entity and the customer of the outcome.
Second: Sick leave and medical reports
- Upon issuance of the sick leave by any health facility accredited healthcare facilities in the UAE.
- The information is automatically entered into the ‘Bayanati’ System.

- Approval of Sick Leaves more than 5 days subject to committee review
- Pre-Employment Fitness Screening
